This scale means Texas has more transformers in service — and more transformers being decommissioned — than any other state. Oil, Gas, and Petrochemical
The Houston Ship Channel, Texas City, Port Arthur, and Corpus Christi host the largest concentration of oil refineries and petrochemical plants in the Western Hemisphere. These facilities use explosion-proof, heavy-duty transformers designed for hazardous environments. A typical refinery contains 100–500 transformers ranging from 50 KVA instrument transformers to 50+ MVA main feed transformers.
Refinery transformers command premium prices on the secondary market because their hazardous-area certifications (Class I, Division 1 or 2) are expensive to obtain for new equipment. A certified explosion-proof 500 KVA transformer might cost $80,000 new but sell for $25,000–$40,000 used — still far less than new but far more than a standard transformer of the same KVA.
The Permian Basin oil boom has created demand for transformers at well sites, compressor stations, and processing facilities. When wells are depleted or operations consolidated, the associated transformers become surplus. These tend to be pad-mount units (75–500 KVA) in good condition due to their relatively short service life.

After the February 2021 winter storm (which caused widespread grid failures and over $100 billion in damage), Texas utilities launched massive infrastructure hardening programs. These programs are replacing thousands of transformers across the state — not because the existing units failed, but because utilities are upgrading to cold-weather-rated equipment and adding redundancy. The removed transformers (many in perfectly good condition) are flooding the Texas secondary market.
Simultaneously, ERCOT's rapid growth (Texas adds more generating capacity annually than any other state) creates demand for transformers at new power plants, substations, and industrial facilities. This dual dynamic — supply from utility upgrades AND demand from new construction — makes Texas one of the most active transformer markets in the country.
The Permian Basin: Oil Field Transformer Surplus
West Texas's Permian Basin is the most productive oil field in the Western Hemisphere, and its electrical infrastructure is enormous. Each well pad requires transformer capacity for pumping units, and each processing facility (gas plants, compressor stations, water recycling facilities) uses multiple transformers.
The Permian's boom-bust cycles create predictable surplus patterns. During downturns (when oil drops below $50/barrel), operators shut in marginal wells and decommission older facilities, releasing transformers. During booms, operators upgrade to higher-capacity equipment, releasing the smaller units they've outgrown. Either way, West Texas generates steady transformer surplus.
Permian Basin transformers have specific characteristics: they're typically outdoor-rated, designed for extreme heat (ambient temperatures exceeding 110°F), and built to withstand the region's dust, wind, and occasional sandstorms. These specifications make them desirable for buyers in other hot, dusty environments — Middle Eastern oil fields, Australian mining operations, and Southwest US solar installations.
Texas Environmental Compliance: Simpler Than You Think
- TCEQ Registration: Texas Commission on Environmental Quality does NOT require registration of PCB transformers at the state level (federal EPA registration still applies). This simplifies compliance compared to states like New York or California.
- Self-Transport: Texas uniquely allows generators to self-transport PCB-contaminated transformers (50-500 ppm) within state lines without a hazardous waste transporter license. Proper documentation is still required.
- Spill Reporting: Report oil spills to TCEQ if they reach surface water or exceed "reportable quantities." For mineral oil (transformer oil), the reportable quantity is 25 gallons to soil or any amount to water.
- Railroad Commission: If your transformer is located at an oil/gas facility, the Texas Railroad Commission (not TCEQ) may have jurisdiction over disposal. RRC rules differ from TCEQ in several respects.
- No State Manifest: Texas does not require a state-specific waste manifest beyond the federal Uniform Hazardous Waste Manifest for PCB transformers.
